As Post-Tropical Storm Ophelia weakens and brings rain to the northeastern US, Tropical Storm Philippe has formed in the east Atlantic. Philippe is very hard to predict, based on its location, so there is a possibility of it hitting the US mainland. However, there is also a possibility of the storm traveling through open waters until it fizzles out in the middle of nowhere.
